If you might ask about lores, well Lavinia, this series' setting was far less anarchic, and there's dozens of settlements with varying degree of authority. As mentioned with Sungun's lore, Fort Arroyo was taken by oligarchs, and Mr_Blue takes this role as the head, while a bunch of opposition groups spearheaded under Jpdamemer in this lore, details for the rest of the characters are to be revealed later.
