The 4x4 puzzle is unsolvable, tried plugging into a machine and it kept refusing, it said that when 3 tiles are left, the chosen 1 will be left blank and the 2 remaining tiles would be put with 14 or 15 to be solvable, but since the machine refused to do the 4x4 positioning you placed, it's therefore impossible
