Added A New Biome! -Snowy Hills

It’s broken but it’s ok

I tried to fix that bug-

I also added seats cuz litterally the drawings were weird lookin so I added seats and moves the drawings down so they don’t look like they got a cut off piece

how come it’s not fixed

Add suggestions for 3 more biomes before customs will be full also 3 more karts with characters
