Change the x and y value in "create an actor" rule from 0 , 0 to (location of the actor) , (location of the actor) For example if the location of the snowflake is 6.5 , 5, then change the location in "create an actor) to 6.5 , 5

And.. you need to copy it several times cuz it will look ugly if all the snowflakes will spawn in the same position

And if you want to it for move with the camera, then find something camera related (in general section) and enable it
