First, bullet vulnerability is too big, second its basically big earner but with cloak too. The way i would change it is i would reduce bullet vulnerability to 33%, and remove the speed boost. In exchange, +40% cloak. That will add 3,6 extra seconds to it, in total 12,6 seconds (usual cloak with normal watch is around 9 seconds.)

Way too nerfed.
