My theory: paramedic knows psychologist killed secret agent and barney told him to, and paid him to keep his mouth shut about it. Paramedic witnessed the death, and barney said he'd pay paramedic to keep his mouth shut about it too, or else paramedic would be next. Yet they came to a point where they agreed and yet he's still traumatized, too scared to tell us knowing what will happen to him if he tells anyone.
