Mine is 8:03 pm and why this deck is 10:03 am?

there’s an error with the hour counter. if it’s anywhere over 12pm, it doesnt associate correctly because if irs 6:14 pm, the variables $h = 18, $m = 14, $s = idk.. but its supposed to probably remove the 12 from there. ill try to see
