In canon lore, Dandy didn't start the ichor operation. Ok now my theory: Pebble was most likely the first twisted, experimented on by Delilah, because of her obsession with ichor. Dandy was wondering why Astro was getting more distant, but never knew he was turning into a twisted, Dandy has depression because none of the mains talk to him, and pretends to be happy when he's selling items, him getting angry when you don't buy from his shop using tapes is because he's trying to stop dyle from getting them and learning more about the floors. They hold very great knowledge and Dandy burns the tapes. Dyle pretends to be nice, but he's actually the antagonist, Dyle sends the information to Delilah on the trains, since Delilah got kicked from Gardenview. Pebble most likely got out of containment from where he was, because either Delilah accidentally left a door open or he broke the containment cell with his powerful jaws and his rock hard tail.
