OC (Original Character): A character you created yourself. They can have their own story, personality, and world. They don't have to belong to an existing franchise. Example: You create a dragon named Blaze who lives in a world you invented. FC (Fan Character): A character created by a fan that exists in an already established universe or franchise. Example: You create a monster that lives in Undertale's Underground and interacts with Sans and Papyrus.
